The Secretary of the Navy takes pleasure in presenting the NAVY ACHIEVEMENT MEDAL to:

for outstanding achievement in the superior performance of his duties in the field of professional achievement as set forth in the following
CITATION:
“While serving as Communications Section Leader with the 81mm Mortar Platoon, Headquarters and Service Company, Second Battalion, Twenty-Sixth Marines, Ninth Marine Amphibious Brigade in connection with operations against the enemy in the Republic of Vietnam from 27 November 1967 to 11 December 1968, Corporal Philbin performed his duties in an exemplary and highly professional manner. Working tirelessly and with meticulous attention to detail, he expeditiously accomplished all assigned tasks, thereby greatly enhancing the operational efficiency of his command. Exhibiting outstanding initiative and resourcefulness, he quickly mastered the skills of a 60mm mortar gunner, an 81mm mortar gunner, a forward observer, and a radio operator. Highly motivated and sincerely concerned for the combat efficiency of his section, he ably trained his men in proper radio procedures and cross-trained them concerning all facets of the 81mm mortar. Corporal Philbin’s leadership, superb professionalism and loyal devotion to duty contributed significantly to the accomplishment of his unit’s mission and reflect great credit upon himself, the Marine Corps and the Naval Service.
Corporal Philbin is authorized to wear the Combat “V”.
